Canada wants the EU to step up as a global power. Does Europe?

Jean-Louis De Brouwer of the Brussels-based Egmont Institute recently sat in on a senior-level meeting among European and Canadian officials. He was struck by the tone. Amid so much gloom in Europe over areas ranging from the economy to politics to security, the meeting “was refreshing and was bringing optimism,” says Mr. De Brouwer. Everyone left with a sense that deepening the relationship “was something worth doing,” he adds.
