The energy performance of buildings: promises still unfulfilled

Energy-consuming buildings have to disappear from the European building stock. Improving their energy performance is thus pivotal and the EU has been active in this domain since the 2000s. However, results obtained so far are not impressive. Various reasons can explain such a situation.
