Biography

Jacques Keller-Noëllet graduated from the Institut d’Etudes Politiques (Paris) in Public Law. He worked in the Cabinet of the French Minister of Justice (1965-1967) and then entered the European civil service as Administrator at the General Secretariat of the Council. He was later appointed Director at the Cabinet of the Secretary-General. In this capacity he worked, from 1981 to 2003, as Secretary of the European Council and was directly involved in the successive intergovernmental conferences (Single Act, Maastricht, Amsterdam, Nice, Constitutional Treaty and Lisbon). In 2003, he was appointed Director-General.

From 2008 to 2010 he was Special Advisor to the Task Force on the Future of the EU chaired by Felipe Gonzales and was lecturer at the University of Louvain on the EU decision-making process from 2008 to 2013.
