In 2014, the declaration of the Islamic State caliphate was hailed as a major victory by the global jihadist movement. But it was short-lived. Three years on, the caliphate was destroyed, leaving its surviving fighters – many of whom were foreign recruits – to retreat and scatter across the globe.

So what happens now? Is this the beginning of the end of IS? Or can it adapt and regroup after the physical fall of the caliphate?

In a book that was just released (“After the Caliphate”, Polity, 2019), terrorism expert Colin P. Clarke takes stock of IS – its roots, its evolution, and its monumental setbacks – to assess the road ahead. The caliphate, he argues, was an anomaly. The future of the global jihadist movement will look very much like its past –fragmented and atomized. In this form, IS could become even more dangerous and challenging for counterterrorism forces, as its splinter groups threaten renewed and heightened violence across the globe.

Colin P. Clarke is a Senior Research Fellow at The Soufan Center and an assistant teaching professor in the Institute for Politics and Strategy (IPS) at Carnegie Mellon University. Previously, Clarke spent nearly a decade at the RAND Corporation where he was a senior political scientist focusing on terrorism, insurgency and criminal networks. He is the author of “Terrorism, Inc.: The Financing of Terrorism, Insurgency, and Irregular Warfare” (2015) and “Terrorism: The Essential Reference Guide” (2018). His new book “After the Caliphate: The Islamic State and the Terrorist Diaspora” was just published by Polity Press (2019).

En 2014, la déclaration du califat de l’État islamique a été saluée comme une victoire majeure du mouvement djihadiste mondial. Mais cela s’est révélé de courte durée. Trois ans plus tard, le califat a été détruit, laissant ses combattants survivants – dont beaucoup étaient des recrues étrangères – se retirer et se disperser à travers le monde.

Que se passe-t-t-il maintenant ? Est-ce le début de la fin de l’EI? Ou peut-il s’adapter et se regrouper après la chute physique du califat?

Dans un livre qui vient de paraître («After the Caliphate», Polity, 2019), l’expert en terrorisme Colin P. Clarke dresse le bilan de l’EI – ses racines, son évolution et ses énormes revers – pour évaluer le chemin qui reste à parcourir. Le califat, soutient-il, était une anomalie. L’avenir du mouvement djihadiste mondial ressemblera beaucoup à son passé, fragmenté et atomisé. Sous cette forme, l’EI pourrait devenir encore plus dangereux et plus difficile à contrer pour les forces anti-terroristes, ses groupes dissidents menaçant d’une violence renouvelée et exacerbée à travers le monde.

Na het Kalifaat: De Islamitische Staat en de toekomstige terroristische beweging
Een gezamenlijke conferentie van het Egmont Instituut en Brussel Preventie & Veiligheid

In 2014 werd het uitroepen van het kalifaat van de Islamistische Staat bejubeld als een grote overwinning door de globale jihadistische beweging. De overwinning was echter van korte duur. Drie jaar later was het kalifaat vernietigd, waardoor zijn overlevende strijders – van wie velen buitenlandse rekruten – zich terugtrokken en zich over de wereld verspreidden.

Wat zal er nu gebeuren? Is dit het begin of het einde van IS? Of kan het zich aanpassen en hergroeperen na de val van het kalifaat?

In een pas verschenen boek (“After the Caliphate”, Politcy, 2019) inventariseert terrorisme-expert Colin P. Clarke IS – het ontstaan, de evolutie, en de enorme tegenslagen – om de toekomstperspectieven te evalueren.
Het kalifaat was volgens hem een anomalie. De toekomst van de globale jihadistische beweging zal erg op zijn verleden lijken – gefragmenteerd en versplinterd. In die vorm zou IS nog gevaarlijker kunnen worden en een uitdaging voor de contraterroristische strijdkrachten, gezien IS-splintergroepen met hernieuwd geweld over de hele wereld dreigen.
